What happens during an MTO CVOR audit and how should a carrier respond?

A CVOR facility audit reviews hours of service, maintenance and driver files against the carrier's safety rating, and can lead to sanctions up to suspension of the CVOR certificate.

A carrier's CVOR record tracks collisions, convictions and inspections against a violation threshold. Crossing a threshold triggers escalating intervention — a warning letter, an interview, a facility audit, and ultimately a sanction that can include a conditional safety rating or suspension of the CVOR certificate.

A facility audit examines the records the carrier is required to keep: hours of service logs and supporting documents, annual and periodic maintenance records, daily inspection reports, driver abstracts and qualification files, and the carrier's own monitoring practices. Auditors sample and extrapolate, so a small number of unavailable records can drive a disproportionate finding.

Respond with a corrective action plan supported by documents, not assurances. Where a rating or suspension is proposed, the carrier has appeal rights to the Licence Appeal Tribunal and should preserve them while the operational fixes are underway.
